The Home and Community Based Services Medicaid Waiver program provides in-home services to frail, severely impaired elderly and disabled people who have been determined to be in need of a nursing home level of care. The waiver program assists elders and the disabled to maintain their independence while living at home and avoids or delays the need for more costly institutional care.
